Procurement based on finance and utility alone may result in problems of maintenance or servicing, leading to in hidden costs or failed services, both of which, either directly or indirectly, may compromise patient safety and wider quality of care. A third criterion is needed to reduce ‘use errors’, and improve effectiveness, efficiency, and user satisfaction.
