The second annual review of the Digital and Data Capability Framework was completed in July 2026. Following this, updates to the framework and self-assessment tool are now live on this site. The next annual review is scheduled for July 2027. If you’d like to provide any feedback please use the link or QR code above.   

Latest Update

August 2026

The Digital and Data Capability Framework and Self-Assessment Tool were updated in August 2026 following the second annual review of the framework.

Why the update? 

There is a commitment to review and refresh the framework on an annual basis to ensure it is always current, relevant and usable. 

What Informed the update?  

  • User feedback received throughout the previous year. 

  • Developments in digital health and care and digital changes like the progression of AI and increased cyber threats  

  • Ensuring continued alignment with other frameworks, standards, and strategies 

What was changed?

The following changes were made to the level statements associated with 5 framework Capability Statements:

Handling Information & Data Able to find, evaluate and use information and data Level 2 and 3 statements changed to strengthen AI content. 
Handling Information & Data Understands and follows legislation and organisational policies that ensure information and data is handled securely and ethically  

Level 1 updated to make GDPR references explicitly UK. 

Level 2 now includes the ‘why’ for following policies (was previously introduced at Level 3). 

Level 3 updated to include reference to new Data Use And Access (DUAA) legislation. 

Identity, Safety & Wellbeing Understands the risks of being online and takes measures to stay safe 

Core concepts (cookies, backups) moved down from Level 3 to Level 2. 

Level 3 strengthened with additional examples. 

Learning & Development Uses digital tools for personal learning and professional development Now includes learning and development networks as digital tools at Level 2 and Level 3. 
Using Technology Selects appropriate technology to achieve different tasks 

All 3 levels have strengthened risk awareness. 

AI is now introduced at Level 1 (instead of Level 2) and AI messaging strengthened at Level 2 and Level 3. 

Previous Updates

August 2025

The Digital and Data Capability Framework and Self-Assessment Tool were updated in August 2025 following the first annual review of the framework. 

What was new in the update? 

•    Improved examples to support understanding of the capability statements 

•    Greater emphasis on artificial intelligence across relevant areas 

•    Clearer distinction between personal online safety and organisational cyber security 

•    Stronger focus on personal responsibility for digital development 

•    Additional questions at the end of the self-assessment to capture anonymous organisation and role information that will help build a sector-wide picture of digital capabilities and allow the development of targeted resources where required
